Sound accreditation depends on knowing who assesses, who decides, and who oversees the arrangements that keep those roles apart. This page describes that structure in general. It does not name office-holders, because none have been verified for publication.

Functions that are kept apart

Assessment gathers and evaluates evidence. The decision applies that evidence to a defined scope and determines whether accreditation is granted, refused, maintained, extended, reduced, suspended or withdrawn. The people who assessed a matter do not decide that same matter.

A further oversight of impartiality sits outside the individual case. Its role is to see that the arrangements remain effective, including where commercial, personal or related-body interests could press on a decision. ISO/IEC 17011 treats this oversight as part of the operation of an accreditation body. Describing the requirement is not a statement that a particular committee has been appointed.

What a published governance description would contain

When AKZERT approves a governance document, a reader should be able to find the following in it. None of these items is invented here in the meantime.

  • The legal entity and the authority under which it acts.
  • The functions of assessment, decision and impartiality oversight, and the separation between them.
  • The responsibilities of the people who carry those functions, described by role.
  • The way a conflict of interest is declared, recorded and resolved.
  • The relationship between this description and the complaints and appeals procedure.

Preguntas

Who is the responsible person for the website?

The legal notice publishes a responsible person only when that name has been entered as a verified particular. Until then the field is omitted.

Can an assessor decide the case they assessed?

The principle stated here is that they do not. The operational rule, including any exception a standard itself allows and controls, belongs in the approved process description. That description has not yet been published.
